Here's what I suggest you to do: remove every single mod / modded file, deleting your game settings, and completely un-install GTA IV (preferably I solved it by placing two dll's in the following folder: \Steam\SteamApps\common\Grand Theft Auto IV\GTAIV. wmvcore.dll. wmasf.dll. Make sure you hit the gray 'download zip-file' so that you'll get the dll's in a zip-file. Edit: I just saw you didn't get to the social club screen. I did get there and crashed after hitting play.
